JOB SUMMARY
Under the general direction of the Chief Executive Officer, the
Chief Financial Officer directs the organization's financial
planning and accounting practices as well as its relationship with
lending institutions, shareholders, and the financial community
while keeping the hospital CEO and Board of Trustees duly informed
of the financial condition of the facility. Oversees and directs
treasury, budgeting, audit, tax, accounting, purchasing, real
estate, and insurance activities for the organization. Directs the
Finance Accounting Team in providing and directing procedures and
systems necessary to maintain proper records and to afford adequate
accounting controls and services. Appraises the organization's
financial position and issues systematic financial and operating
reports. Analyzes, consolidates and directs all cost accounting
procedures together with other statistical and routine reports.
Directs and analyzes studies of general economic, business, and
financial conditions and their impact on the organization's
policies and operations in accordance with JCAHO, federal, state,
and local guidelines, organizational and departmental policies, and
procedures.
STANDARDS OF PERFORMANCE
Oversee long-term budgetary planning and cost management in
alignment with strategic plan.
Prepare and maintain regular financial planning reports; Monthly
profit and loss forecast (vs. budget); cash flow forecast.
Oversee cash, investment, and asset management.
Oversee the Business Office to ensure proper maintenance of all
accounting systems and function; supervise materials management
staff.
Ensure legal and regulatory compliance regarding all financial
functions.
Complete the month-end, quarter-end, and year-end financial
statements.
Review all month-end closing activities including general ledger
maintenance, balance sheet reconciliations and overhead cost
allocations.
Serve as a key point of contact for external auditors; manage
preparation and support of all external audits.
Manage the hospital's insurance program (i.e., malpractice,
liability, etc.).
Manage the hospital's finances on real estate affairs consisting of
leases and sub-leases.
Maintains a thorough working knowledge of federal, state and
managed care reimbursement payment methodologies, including
contractual accounting, payment calculations, billing requirements
and compliance issues.
Keeps up to date with all federal statutes surrounding
participation in the Medicare and Medicaid programs, including, but
not limited to: EMTALA, Medicare fraud and abuse issues, Stark
legislation, and IRS guidelines pertaining to the operation of
not-for-profit entities.
Monitors capital asset expenditures and depreciation; prepares
annual operating budgets with input and involvement at the
department level, as well as capital budgets and cash flow
projections.
Responsible for developing a three-year capital budget to identify
and plan for organizational capital needs.
Ensures the accurate and timely filing of federal, state, third
party and other financial reports as required, including the
Medicare and Medicaid Cost Reports.
Responsible for developing a formal budget and supervising the
budget process. Develops, coordinates, and analyzes the hospital's
policies on finance, accounting, insurance, patient billing and
internal controls.
Evaluates and recommends to the CEO an appropriate rate/charge
structure and any changes as necessary.
Review and analyze cost performance including staff productivity,
supply utilization, administrative costs, variances to budget.
Monitors and measures performance against internal and external
benchmarks.
Performs other duties as requested, required, or needed.
Requirements:
Minimum Level of Education: Education level equivalent to
completion of a bachelor's degree in Finance, Accounting, or
related field. Master's in accounting or healthcare administration
and Certified Public Accountant strongly preferred.
Formal Training: Must have thorough knowledge of GAAP, finance,
reimbursement, budgeting, credit, collection, and awareness of
continuing changes that affect financial reporting. Excellent
presentation skills and working with senior management and
committees. Ability to use tact and diplomacy to maintain effective
working relationships within the organization.
Licensure, Certification, Registration: Certified Public Accountant
preferred.
Work Experience: Five (5) Years minimum experience as a Chief
Financial Officer in a healthcare setting, preferably critical
access, or hospital health system. At least three (3) years of
leadership or oversight experience specific to the Business Office
functions to ensure cash collection goals are met, net revenue is
properly stated, and strategic planning. Must have a proven track
record of Leading and Driving Change.
Computer Skills: Advanced skills in Excel, Word, PowerPoint and EMR
database.
