commercial and government agencies and to take advantage of Bering
Straits Native Corporation and its companies’ previous experience
in commercial and institutional building construction, alarm system
monitoring service, plumbing, heating and air conditioning, and
other related services: About this position: Operations Manager –
Charleston, SC The Essential Duties and Responsibilities are

of all operations pertaining to their assigned program(s). Identify
opportunities that fit capabilities and strategy and present to the
Vice President and/or Senior Operations Manager for Go/No Go
decision. Help create and develop budgets for all program
operations. Cost control and budget oversight. Includes tracking of
billings, overall costs and budget projections using authorized
reports. Monitor and allocate management labor on projects to
ensure compliance with budget (overstaffed/understaffed) and
control schedule. Monitor safety adherence on projects. Monitor
quality control adherence on projects. Cultivate and manage
customer relationships in the best interest of the company.
Understand and apply procedures to ensure positive cash flow on
projects. Maintain line of communication with overall customers and
employees both upstream and downstream of operations. Setting and
maintaining company culture to promote teamwork, positive work
environment and productivity. Development of assigned staff through
professional goals, education and mentorship. Work with team to
find innovative means to complete projects under time and under
budget. Must understand the status of ongoing projects and be able
to provide updates as required. Must manage profitability of
program(s) and have procedures in place to maintain and increase
margins. Must understand any fluctuations in costs and cash flow
for projects and office operations, and put in place and manage
procedures for maintaining and preventing. Must be able to provide
clarification and explanation of over/under budgets and billings
when required, as well as put in place processes that prevent
mistakes from reoccurring. Responsible for providing program
financial updates as required. Must understand any safety and
quality control issues related to program operations and must be
proactive in addressing those issues. Must understand status of
customer relationships and provide response to improve and/or
maintain those relationships. Must set overall tone of
communications within company and customers. Adhere to corporate
policies and procedures and monitor program projects and employees
for adherence to policies. · Facilitate project proposal process
and provide oversight and review of risks, profitability, and
solicitation compliance. Must compile and review for accuracy all
program reports as required. Accept responsibility of overall
program direction and profitability. Understanding abilities of
subordinates and utilizing those to the best of their abilities.
Required (Minimum Necessary) Qualifications · Education
Requirements: Associate’s degree in construction management or a
related technical discipline, or equivalent combination of
education and experience. · Level of Experience Requirements:
Minimum 15 years of experience working in the construction and
industries, with a minimum of 10 years in medical facilities and
executive level management position. · Proven experience in federal
contract acquisition. · Extensive experience managing design-build
contracts. · Extensive experience and in-depth understanding of the
strict requirements and regulations of federal contracting. ·
Experience with OSHA and other regulatory requirements and industry
standards. · Experience developing and managing Quality Control
systems. · Proven experience in procuring sole source awards via
developing customer relationships. Knowledge, Skills, Abilities,
and Other Characteristics · Proven experience overseeing
multi-million-dollar construction projects or programs. · Extensive
experience in federal medical facility renovation/construction. ·
Working knowledge of federal acquisition processes, contract
administration, and regulatory compliance. · Experience leading
project teams and coordinating subcontractors and vendors. · Strong
background in construction safety, quality control, and risk
management. · Strong knowledge of federal construction regulations,
standards, and compliance requirements, including OSHA and USACE
CQM principles. · Ability to manage budgets, forecasts, cost
controls, and margin performance across complex construction
programs. · Demonstrated leadership and team development skills,
with the ability to mentor project managers and field staff. ·
Ability to evaluate technical drawings, specifications, and scopes
across mechanical, electrical, HVAC, and infrastructure
disciplines. · Strong problem-solving and decision-making skills in
fast-paced, high-risk construction environments. · Effective
communication skills with the ability to interface professionally
with clients, government representatives, subcontractors, and
internal teams. · Proficiency with construction management
platforms and tools to support project delivery, documentation, and
reporting. Preferred · Extensive experience cultivating,
maintaining, and maximizing customer relationships in relation to
sole sourcing opportunities. · Bachelor’s Degree in Construction
Management, Engineering, or a related field. · Professional
certifications related to project management, healthcare
construction, safety, or quality control (e.g., PMI, ASHE, USACE
CQM, OSHA). · Experience managing healthcare, medical, or
mission-critical facilities within federal environments. ·
Experience leading or supporting strategic growth initiatives,
acquisitions, or startup operations within construction or federal
contracting organizations. · Membership or active participation in
relevant professional organizations (e.g., PMI, SAME, ASHRAE).
