****COMPANY IS OFFERING A $1000 RECRUITING BONUS**SUMMARY:Under
the direction and as an extension of the Chief Administrative
Officer, this position directs the development/implementation of
system-wide safety, training, health, and environmental initiatives
in accordance with the company's safety commitment and governmental
regulations. ESSENTIAL JOB FUNCTIONS:* Properly trains designated
operations and maintenance personnel, including safety education,
accident prevention, loss control, de-escalation, and environmental
and regulatory compliance.* Develops/promotes maintenance of safe &
healthy working conditions, recommending measures to reduce
accidents & hazards, general liability insurance, and consultants
in the safety & loss control field.* Counsels transit operators,
utility personnel, and maintenance staff concerning company policy
and procedures and any pending disciplinary recommendations or
training actions relating to safety and accident prevention
programs.* Responsible for the implementation of a risk reduction
program for transit operations to improve safety by reducing the
number and rates of accidents, injuries, and assaults on transit
workers based on data submitted to the National Transit Database
(NTD).* Provides oversight/accountability for ensuring OSHA, EPA,
and DOT recordkeeping/reporting requirements are met and
maintained.* Performs safety duties to assist in worker injury
prevention and processing disposition claims. Serves as the company
liaison with corporate claims management and is responsible for
recordkeeping, claims updates, and monitoring of employees.*
Maintains the emergency preparedness plan and serves as the key
member of the emergency management task force for the agency and
acts as the primary resource for safety, health, training, and
environmental matters.* Oversees the development/implementation of
comprehensive safety training for employees and maintains
individual employee training and education, insurance policies, and
claims records.* Oversees the investigation of all
incidents/accidents to ensure that root causes/lessons learned are
identified and that corrective actions are implemented.* Prepares,
negotiates, and manages contracts for the procurement of services,
equipment, materials, supplies, or products related to health,
safety, training, and environmental programs according to the
operating budgets.* Conducts research and complies with information
necessary to develop company policies and SOPs that ensure
compliance and management with environmental laws and the
sustainability plan while meeting operational needs.*
Oversees/handles the Substance Abuse Policy, including but not
limited to random testing and reporting procedures.* Coordinates
with company-contracted MRO on substance abuse program results,
responses, and related issues; ensures compliance with corporate
and federal requirements; acts as primary contact and authority for
all substance-related management referrals to EAP.* Oversees the
environmental permitting process, including obtaining new permits,
renewing or transferring existing permits as required, and ensuring
compliance with permit requirements.* Reviews reports/technical
documentation to support the needs of all departments in the areas
of safety, including summarizing requirements and identifying
deliverables for departmental response; coordinates with all
departments to ensure uniform application of safety policies and
practices; coordinates and performs on-site safety reviews.*
Coordinates with the Operations and Human Resources departments and
labor union representatives to address working conditions relative
to safety, properly administers the labor agreement, and enhances
employer/union relations.* Designs and implements an overall risk
management process for the agency, including an analysis of the
financial impact on the agency when risks occur.* Conducts risk
assessments, collecting and analyzing documentation, statistics,
reports, and market trends.* Manages external legal case
files.EDUCATION & EXPERIENCE:A Bachelor's Degree in Business or
Public Administration, Project Administration, Safety and Security,
or related field is required. An equivalent combination of
college-level course work and experience may substitute for a
degree. A minimum of 3 years experience in a transit agency or
environment requiring independent analysis, analysis, and action is
required.REQUIRED KNOWLEDGE & SKILLS:* Knowledge of transit agency
safety requirements at the governmental level, federal, state, and
local capital projects, safety programs, and the FTA/GDOT
requirements for safety certification of fixed guideway transit
systems.* Knowledge of OSHA regulations related to general and
heavy construction with the intent of becoming the senior agency
expert on the subject.* Excellent interpersonal, written, and
verbal communication skills with strong grammar/spelling knowledge
sufficient to screen own work and others.* Proficient at creating,
developing, and delivering accurate and effective presentations.*
Proven management skills that include developing and implementing
strategic goals/objectives and setting/evaluating
priorities.PHYSICAL DEMANDS & WORK ENVIRONMENT:While performing the
duties of this job, the employee is regularly required to remain in
a stationary position, move about, manipulate/handle, and
converse/exchange information. The employee is regularly exposed to
outside weather conditions, is frequently exposed to moving
mechanical parts, and is occasionally exposed to fumes or airborne
particles. The noise level in the environment is moderate.EOE
