About the Position: Serves as a contract specialist in Contracting Division accomplishing both pre-award and post-award contracting functions to support the Savannah District's mission when accomplished through contracts.

Responsibilities

  • As a Contract Specialist you are responsible for determining appropriate methods of procurement using a wide range of contracting methods and contract types.
  • Plan acquisitions for standard or specialized services, supplies, and/or construction requirements where specifications are standardized within established competitive markets, and where price competition exists.
  • Prepare Invitation for Bid (IFB), Request for Quotation (RFQ) or Request for Proposal (RFP) ensuring that technical descriptions and appropriate contract clauses are included.
  • Make determinations regarding responsiveness, bidder responsibility, price reasonableness, and offers.
  • Negotiate and prepare contract modifications caused by changes in technical requirements, analyzing price and cost elements of the proposed change(s).
  • Prepare negotiation memoranda to explain rationale and methods used in arriving at the final settlement and preparing full documentation for cases requiring formal review.
  • Monitor contractor performance for compliance with terms and conditions of contracts.
  • Represent the interest of the organization in a professional manner in meetings and various contacts outside the agency on a variety of issues that often are not well defined.
  • Provide guidance to customers and contractors relative to acquisition policies and procedures.

  • This position requires a valid drivers license be obtained and maintained.
  • Employee must attain a Level II certification in Contracting within 2 years of occupancy of position.
  • This is an Army Acquisition and Technology Workforce position. The employee must meet DoD 5000.52-M requirements applicable to the duties of the position.
  • Appointment may be subject to a National Agency Check Investigation (NACI-TIER1) as determined by a completed background investigation

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist (GS-1102):

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Education: Have at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

GS-07 Qualifications:

Specialized Experience: One year of Specialized Experience equivalent to the GS-05 level in the Federal Government performing work that involves maintaining official contract files for all contract types AND assisting senior contract specialist with obtaining necessary information and supporting documentation (e.g., audit reports, pre-award surveys, justification for sole source and similar requirements). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05 or above).

OR

Education: One full year of graduate level education in a field with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

OR

Superior Academic Achievement (S.A.A): S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Please reference qualification requirements in the education section listed below.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

GS-09 Qualifications:

Specialized Experience: One year of Specialized Experience equivalent to the GS-07 level in the Federal Government performing work that involves maintaining official contract files for all contract types AND assisting senior contract specialist with obtaining necessary information and supporting documentation (e.g., audit reports, pre-award surveys, justification for sole source and similar requirements) AND issuing delivery orders against construction job order contracts and requirement contracts OR negotiating modifications and options. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07 or above).

OR

Education: 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11 Qualifications:

Specialized Experience: One year of Specialized Experience equivalent to the GS-09 level in the Federal Government performing work that involves maintaining official contract files for all contract types AND assisting senior contract specialist with obtaining necessary information and supporting documentation (e.g., audit reports, pre-award surveys, justification for sole source and similar requirements) AND issuing delivery orders against construction job order contracts and requirement contracts OR negotiating modifications and options AND interpreting Defense Priorities-Allocations system policies and procedures AND Providing professional contracting support to District project managers, contracting officers, and contracting officer's tea m members (contract specialist, legal, technical, pricing). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09 or above).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

You will be evaluated on the basis of your level of competency in the following areas:

Contract Management, Contracting/Procurement, Influencing/Negotiating, and Planning and Evaluating

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
