Economically vital to our Nation, the region is a vibrant tourism destination and the Savannah River supports the fourth largest container port in the United States. Savannah is military and family friendly, home to the Third Infantry Division with Hunter Army Airfield and Ft. Stewart, just 30 miles away in Hinesville, GA. Learn more about this agency Responsibilities Reviewing pre-solicitation packages and contract awards. Verifying sole source justifications. Conducting cost/price analysis and providing pricing guidance. Plans and administers details necessary to accomplish the assigned functions in accordance with prescribed regulations. Instructs subordinates in the application of newly interpreted and revised rules Evaluates responses to solicitations, including price reasonableness, adequacy of competition, compliance with solicitation and probability of meeting requirements. Coordinates with responsible officials to obtain funding and required waivers, certifications, approvals that are lacking. Serves as Contracting Officer with Warrant. Communicates extensively with private sector heads of industry and senior government officials. Administers long-term, complex contracts and ensures payments are made timely. Ensures that adequate internal control systems are developed, operative and that Government resources are efficiently and effectively managed. Plans and assigns work to and supervises subordinates' activities, providing instructions on changes in public laws and contracting directives. Directs the functions of the designated section of the Execution Branch in the accomplishment of assigned functions. Supervisory status Yes Promotion Potential None Requirements Conditions of Employment This is an Army Acquisition, Technology, and Logistics (ATL) Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. This position requires the incumbent to obtain and maintain DAWIA Acquisition Level III certification within 24 months. Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). This position has temporary duty or TDY 10% of the time. This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.) OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes serving as contracting officer or contract specialist responsible for all phases of the acquisition process. Experience includes preparing and/or reviewing pre-solicitation packages, evaluating responses to solicitations, conducting cost/price analysis, determining adequacy of competition and compliance with solicitation requirements, making contract awards, and post-award administration of contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement Leadership Planning and Evaluating Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
